Colorado LTSS Coalition

A stakeholder-driven coalition examining Colorado's long-term services and supports (LTSS) system. Funded by the Colorado Health Foundation, the coalition brings together people with disabilities, family members, providers, advocates, and policymakers to develop recommendations that reflect lived experience and professional knowledge, running through September 2027.

The LTSS Coalition kicks off in late June 2026. Following the first full membership meeting in July, this page will open for surveys, written stories, audio comments, and video submissions from people with disabilities, family members, providers, and advocates across Colorado. About this Coalition
Why this coalition exists

Colorado’s long-term services and supports system serves people with physical, cognitive, and intellectual disabilities who need assistance with daily living. The system, which includes home and community-based services (HCBS), nursing facilities, supported living arrangements, and provider networks, faces significant challenges around access, workforce stability, and alignment with what people with disabilities actually need to live with independence and dignity.

The Colorado LTSS Coalition was established to build a stakeholder-driven process for examining those challenges and developing grounded, actionable recommendations. Funded by the Colorado Health Foundation and facilitated by Confluence Policy & Strategy Group as neutral process facilitator, the coalition will work from June 2026 through September 2027.
